I agree that 100% is low, but 1000% is just too conveniently spoken it
begs the 
question.    500% is the rule of thumb.  Your 17.5% equates to 571%
(nearer the 
rule of thumb). It varies with the trade and depends a great deal on
whether we 
are talking commodity or speciallty.
