Turkish-style coffee and foam

I am trying to make a really good cup of Turkish-style coffee.  I
bought a Cezve-style pot, a stainless steel version that I found in an
Arabic grocery store.  I also bought a can of Sahadi coffee.  I have
not been able to find a bag of Kurukahveci Mehmet Efendi Turkish
Coffee yet.

The formula for making it is simple:  2 oz water, 1 teaspoon coffee, 1
teaspoon sugar (optional.)    I heat it on a medium flame and it foams
up after a few minutes.  As soon as I remove it from the flame, the
foam goes down rapidly.  I read that this foam is im****tant to the
overall flavor, and I must be missing something here because by the
time I pour it in the cup, it's gone.  I guess the procedure is to
heat the mix to foaming, pour a little foam in each cup, and return it
to the flame for a second boil.

I'd appreciate any tips on getting more coffee foam.
