There may, or may not, be a connection with the fact that the same road 
has been worked on recently... Mind, this is a hilly area, and I think 
most of the flooding was probably due to run-off from the lumpy bits 
arriving on the nice flat(ish) roads and then having nowhere to go 
thereafter.
